Chief and Council
The Council of the Musqueam Indian Band are the elected officials of the Band,
under Section 74(1), (2), (3) (a) (i) and (3) (b) (i) of the Indian Act. Apart
from the regulations to the Indian Act, the role of Council is to manage the
affairs of the Musqueam Indian Band as delegated under the Indian Act by the
Minister of Indian Affairs, and in accordance with the objectives of the Musqueam
community. Section 81 of the Indian Act grants Council the powers to make
by-laws over reserve lands. The Band Council is entrusted by the General Band
Membership to represent the Bands political views and aspirations at
the Reserve, District, Provincial and National levels. The Band Membership
holds Council accountable for the actions of the Band Administration. Ultimately,
Council is answerable to the General Band Membership and the Minister of Indian
Affairs. At the beginning of each term, the Musqueam Band Council is therefore
required to swear to an oath of service to the Musqueam Band for the Bands
welfare and advancement. In order that the task of Council is made relatively
easy and endurable policies are adopted by the Musqueam Indian Band.

Band Secretary - Grace Point
Provides secretarial service to the Band Council by recording and transcribing
minutes from Council, General Band, and other meetings as required. The Secretary
ensures that required documentation is provided at the meetings and maintains
a tracking system to provide easy access to Council motions and decisions.

Ensures that the Musqueam Bands personnel policies meet employment standards
requirements and are fairly applied to all staff. This involves developing
job descriptions, classifications, staff evaluation processes, training plans
and disciplinary procedures, and working with Screening Committees and Department
Heads to coordinate the recruitment process.
Taxation/Legal Department
The Taxation side of the Department administers the Musqueam Taxation and
Property Assessment Bylaws. Leaseholders having questions about their taxes
or issues of local government and services should contact us. Our aim is to
utilize taxation revenue in a way that provides services to the Musqueam community
and leasehold lands in a way that closely matches the needs of the community.
Most Taxation revenue also funds other services to the community over and
above those supplied by the City of Vancouver. Now that Musqueam has established
a Public Works Department, the grounds and roads maintenance is being handled
by Norman Point.

Financial Administrator - Ruth Point
The Administrator is responsible for the Musqueam Indian Bands Finance
Department. This includes the supervision of the Finance Department and central
administration staff as well as participation in budget and financial policy
development, and bookkeeping/accounting work. The work also includes the overseeing
of the purchase or acquisition of goods and services for the Band Administration
operation. The Administrator is the point of contact for the employees and
outside agencies on pay and benefit related issues.

Helen Wu are responsible for the Accounts Payable, Accounts Receivable and
payroll. They also provide administrative and clerical support to the Finance
Department

Land
Management
Land Manager - Fran Guerin
The Land Management Department is responsible for the comprehensive management
of the Lands Program and Lands Registry for lands held by the Musqueam Indian
Band. The incumbent manages all aspects of the program including supervision
of staff and development of the annual department budget.
Education
Education Coordinator - Faye Mitchell
This department oversees the administration of the Musqueam Indian Bands
education program and budget, which currently has over 250 students from pre-school
to post secondary. The Coordinator acts in an advisory capacity to the Vancouver
School Board of issues affecting the Band and/or Band member students and
their families.
Language
Musqueam Language Coordinator - Jill Campbell
The Coordinator reviews currently recorded information on the Musqueam language,
inquires and researches words and phrases that have not yet been recorded.
Using this information the Coordinator is developing and teaching lessons
for the Musqueam pre-schooland the public school
system.
Treaty
Director of Treaty, Lands and Resources - Leona M. Sparrow
Directing a staff of up to five members, the Director of the Treaty Directorate
is responsible for the provision of a comprehensive treaty and land claims
program, including all necessary research and development. The Director represents
the Musqueam Indian Band at various meetings and venues on issues related
to cultural heritage, Crown held lands, and treaty and/or land claims negotiations.
The Director is responsible for ensuring the development and maintenance of
related software programs, oral history tapes, archaeological and basketry
collections, genealogical records, and other archival databases, and historical
research. The Director works with the Band Council, band Manager and legal
counsel while attending to day to day interaction with numerous outside agencies
that impact on Musqueam interests.
Membership Registrar - Jocelyn Campbell-Axson
The Membership Registrar is responsible for the accuracy of the Musqueam Indian
Band membership list, ensures all vital statistics records are in order, and
issues Indian Status/ Band Membership cards.
Housing
Housing Manager - Lorna Stewart
AdministersHousing Program of the Musqueam Indian Band. oversees contractors,
the Manager is responsible for scheduling and assigning work and ensuring
quality products and service is provided to the Musqueam Indian Band to maintain
band owned housing, buildings.
Social
Development
Social Worker - Terry Carroll
This program oversees all of the Musqueam Indian Bands social development
needs including: children and family welfare social assistance; elder care
and many other social needs initiatives. The Administrator develops and maintains
and annual program budget, including locating and acquiring outside sources
of funding for the program. The Administrator supervises numerous staff in
this department, and provides client counseling and advocacy as required.
Financial
Aid Worker Leanne Hensel and Michelle Point, provide administrative and clerical
support for the operation of the Social Assistance section of this department
Family Support Worker works with social development identifying current
social issues for the Band and develops timely and appropriate programs to
assist community members. Although the primary focus is on elders and youth
the worker provides assistance for all members of the Band.
Health
Department
Program Administrator - Coreen Paul
The Administrator interacts with other governments agencies, medical
professionals, and Band members on health services issues; identifies community
health issues and develops programs to address them; identifies outside sources
of funding and develops proposals to obtain program funding. She also oversees
all staff and volunteers working in the Musqueam Indian Bands Health
Program.
Drug and Alcohol Counsellor Kristina Buck is responsible
for the development and maintenance of a drug and alcohol-counselling program.
Provides counselling and support to individuals families, and groups dealing
with chemical dependency and its related issues, including referrals to treatment
centres; home and institution visits; and prepares and presents workshops
to Band membership.
Health Promotion Worker Erma Campbell,
is responsible for the provision of administrative and program support to
the Musqueam Indian Bands Health Program.
Youth Worker Cindy Sparrow, works out
of the Youth Centre and provides chemical addiction information; crisis intervention;
counselling on life skills; and alcohol and drug-free activities for Musqueam
Youth.

Employment and Training Officer - Wanona Scott
Wanonas department helps people get back into the work force with training,
resume writing and job searching. Candice Leask also works in this department
as Wanonas clerk
Police
Liaison
Tony Chambers - Vancouver Police Department
Tony is the Musqueam/Southlands Community Police Officer. He has an office
in the Musqueam Administration building. Tony is quickly getting to know
the community and works closely with Musqueam Administration to help us achieve
our goal of a safe and healthy community. Tony works especially closely with
Musqueam's Safety Patrol. Tony can be reached at the Administraton office

Safety
Patrol
The Safety Patrol has been a very successful initiative in keeping Musqueam
a safe community. The Safety Patrol Jeep is operated by patrollers, as well
as volunteers from the community. The Safety Patrol has proven effective in
liasing with the Vancouver City Police and our community police officer, as
well as identifying community safety and social issues that need to be addressed
by other departments of the Band Administration. The Safety Patrol number

Fisheries Manager - Bob Guerin
The Musqueam Fisheries Department works with the Department of Fisheries and
Oceans, Canada and the Musqueam Fisheries Commission to coordinate Musqueams
Aboriginal Fishing. The Coordinator runs the department with the help of the
Fisheries Commission which consists of seven members; Joe Becker, Ron Sparrow
Jr., Michele Point, Wayne Sparrow, Richard Sparrow, Michael Sparrow and Ken
Wilson, are elected community members who oversee the Fisheries Department;
they participate in negotiations of the AFS Fishing Agreements with the Department
of Fisheries, and in fisheries planning committee meetings with DFO, which
is the body that manages openings and other in-season regulatory issues.
Our fisheries department also has our own Aboriginal Fisheries officers, who
are , Howard J. Grant, , Morgan Guerin and Dickie Louis. These officers work
out of the Fisheries office, as well as on the fishing grounds to patrol fisheries.
In addition, when the fishing season is over, they devote time to maintaining
Vancouvers only remaining wild salmon stream, Musqueam Creek.
